Service Review Assignments
The OSR Assignment module is responsible for sending invitations to those who will be participating in a review and then monitoring each step of the review process in OMS. There are multiple options available to manage reviews.
Overview of the available options:
Select Unit – select your command from the dropdown menu.
Select Survey – select the current year’s evaluation from the dropdown menu.
Checkbox – Check this box to select an officer(s) and activate the Invite, Remind, or Delete buttons in the top right corner. Clicking one of these buttons will open a dialog box to execute the specific action for the selected officers.
State - indicates the state of the review:
Due for Review – due for a review according to the review schedule.
Not Yet Due – not due for a review according to the review schedule but may still be invited to participate in a review if needed.
Assigned – Reviewer/Unit Commander have been assigned and invitations sent.
Completed – All required actions have been taken and the officer has closed the review.
Person in Review – Officers or Cadets in the Command. Underneath the Open Review Button is another status specific to the officer’s actions: assigned, in progress, submitted, unsigned and signed.
Appointment - Officer or Cadet’s current appointment.
Reviewer – Person assigned to conduct the review – required. This can be the Unit Commander or a designate. Underneath the Open Review Button is another status specific to the reviewer’s actions: assigned, in progress, submitted, review opened, and signed.
Unit Commander - Unit Commander – optional. This is assigned to the Unit Commander only if he or she is *not* also the Reviewer.
Observers – Additional people can be invited to complete the evaluation portion and make the review a 360⁰ review.
Overall Status – Shows each step in the review process:

2 | Pending Invite | The Reviewer and/or Unit Commander have been assigned but invitations have not been sent. |
3 | Assigned | Person in Review, Reviewer and Unit Commander received invitation. |
4 | In Progress | Person in Review or Reviewer have begun the evaluation portion. |
5 | Person in Review Submitted | Person in Review has submitted his/her evaluation. |
6 | Reviewer Submitted | Reviewer has submitted his/her evaluation. |
7 | Submitted | The Person in Review and Reviewer have both submitted their evaluations. |
8 | Review Started | Reviewer has clicked start review button to open review (evaluation is locked). |
9 | Signatures | Indicates last person to sign; does not indicate who has not signed. |
10 | Review Completed | The final status and indicates all work is completed and the Person in Review has closed the review. |
Step by Step Instructions
Begin by selecting your command and the current year’s review from the dropdown lists.
Officer Listing
The screen will display a list of all officers with active appointments in the selected division. The names are listed by review state (see list above) and then alpha order by last name. OMS will reference each officer’s record and display current appointment and the review state “Due for Review” when an officer is up for review. All officers are listed in case users needed to perform a review on someone outside the scheduled review cycle.
The officers “Due for Review” are set/updated when the evaluation is being created and set to the status “Active” (from the Service Review>Administration module). If the due for review list of assignments needs to be updated try to set the review back to “Pending” status and then back to “Active”. This will refresh the list of officers flagged as due for a review in the current year.
To update the individual records, users can delete the row in the Assignments module. When the page reloads, it will pull in the updated data for the person (including appointment data).
After the invitations are sent, the assigned reviews move to the top of the list. As reviews are completed, those reviews move to the bottom of the assigned list. Officer’s not assigned to be reviewed in the current cycle remain at the bottom of the list.
Assign the Review
Begin by assigning a Reviewer by clicking the “Add” button in the Reviewer column.
A pop up box will appear. Enter either the email address or the first and last name of the reviewer and click the “find” button.
Check the box next to the appropriate name by checking the box on the left-hand side. Then click the “Add” button.
The OSR Assignment page will reload and the reviewer column now displays the assigned reviewer.
Note the status now shows as “Pending Invite”.
As an option, users can also assign someone to the Unit Commander role to oversee the review. They can be assigned following the same steps for adding a reviewer. The UC will be able to see all responses entered by the person in review and reviewer and will need to sign off on the review before it can be closed.
Do not assign a Unit Commander if he/she is also the Reviewer. If the same person is assigned both roles, it will cause errors throughout the entire OSR process.
