Why is an officer's retired allowance screen blank?

When a new pay period is added in OMS but has not been fully completed the retired allowances screen for officers in that territory will load without any data.

The retired allowances screen relies on pay period data and if any of the data is missing the values on the screen cannot be calculated. In order to fix this, ensure that all pay periods have weekly allowance amounts and retirement options completed.
