Of the two kinds of proposals (linked and unlinked) only linked proposals can be executed in OMS to officially set the new appointments. These proposals are called "linked" because each change must be linked to a valid officer and existing position in OMS in order to be executed.


Unlinked proposals offer users flexibility by not requiring them to select an officer or set a proposed appointment. The intent behind this is to give users the ability to write whatever is needed to organize their ideas regarding possible moves. Generally, unlinked proposals are created by divisional commanders and

sumbitted

submitted for review to the personnel department for approval.

Keep in mind, that it is essential that new move dates are created for each moves session as these are the start and end dates applied to the appointments on officer's records. For more information go here.


Step-by-step guide

Create a new unlinked proposal

  1. Open the Officer Moves Summary screen
  2. Click the "New Unlinked Proposal" button

    Tip

    It would be useful to include unique details about your proposal in the title. For example, the year and month (2019 June) or other identifying words (like the division name) will help identify it later. Example: "2019 June THQ Moves"



Build your unlinked proposal

The unlinked proposal screen will offer users a summary of all appointment changes that have been entered into the proposal. Users will be able to easily add each officer and set the specifics before it is saved to the proposal. 

  1. Begin by clicking the "Add" button to create a new appointment change
  2. Enter the officer name (select a resulting match - NOT required but suggested)
  3. The current appointment title and start date will automatically populate if an officer is selected from the search
  4. Add a suggested proposed appointment
  5. Edit an entry by simply clicking in the field to make changes
  6. Remove an officer by selecting the "X" to the right
  7. Add comments by selecting the comment box to the right of the proposed appointment field
  8. Continue adding to the proposal until all changes have been entered

Set your proposal for review

, a user can set their proposal to "Ready for Review" which will show admins that you are done. 

  1. Check the box next to "Ready for Review" in the heading.
  2. Click "Save".
  3. Admins will then see your proposal as "ready for review."

Key unlinked proposal features

There are a variety of options available to users as they create their unlinked proposals. 

Navigation

The top bar of the linked proposal screen allows users to do a variety of useful things. 

  • Update the title of the selected proposal
  • Change the reporting (move) date of the proposal

  • Sort the officers based on the selected column

    Proposed primary appointment feature

    • When there is a change to an officer's primary appointment users can simply start typing in the proposed primary appointment box to see a list of matching appointments. Using keywords for the appointment will help narrow down the results quickly. Each officer can only have one proposed primary appointment at a time.

    • Once a position is select users can add an additional description. This additional text will be appended to the position title in OMS.

    If a specific position is not listed ensure it has been created in the organization tree and is active. In addition, positions with the type of "joint" can only have two officers appointed at one time.
